EU Gives Final Approval to US Tariff Commitments, Opening Preferential Access for American Seafood and Agri-Food Through 2029

On 25 June 2026, the Council of the EU formally adopted two regulations implementing the tariff commitments in the EU–US Joint Statement of 21 August 2025, completing the legislative process. (Council of the EU) The texts eliminate tariffs on all US industrial goods, give preferential access to a wide range of US seafood and agricultural goods, and extend tariff-free lobster imports to include processed lobster; the European Parliament had approved them on 16 June. (Baker McKenzie) Agri-food access is delivered through tariff-rate quotas and reduced tariffs on non-sensitive agricultural products. (Council of the EU) Preferences on industrial and agri-food imports expire on 31 December 2029 unless renewed. (European Parliament) A dedicated safeguard mechanism lets the European Commission act quickly on import surges that cause or threaten serious injury to EU producers, and a strengthened suspension clause allows the EU to withdraw preferences if the US does not respect its commitments. By 30 June 2029, the Commission must assess the impact on trade flows and propose an extension where appropriate. The regulations enter into force the day after publication in the Official Journal. For US brands, this is the first meaningful improvement in EU tariff terms on agri-food lines in years. The access is conditional: quotas fill, safeguards can be triggered, and the structure is scheduled to lapse at the end of 2029. Brands weighing an EU launch should confirm whether their specific tariff lines are covered and how quota volumes are allocated, rather than treating the deal as blanket duty-free entry.
